Do these wires need conduit and electrical box?

Hello everyone,

I have an old electric cooktop that malfunctions and looked into getting a new electric induction cooktop. Upon checking the cabinet underneath the cooktop to see how I would connect the new cooktop i saw that the wires coming out of the wall is not in a conduit and no electrical box.

Should the wires coming out of the wall be in a conduit and should the wires from the cooktop and from the wall be housed in an electrical box?
