Do they amend existing NEC handbooks?

Do they ever make amendments to existing NEC handbooks or do they wait for the next publication? For example I own the 2014 handbook. Would they or did they make amendments to it or did they wait and make these amendments in the 2017 handbook?

I don't really understand your question.
 
I think the question is asking about errata, not amendments. If the code making panel notices, or is informed about, an error in the recently published code, they will issue errata to notify the public and to make the correction. My guess, and it is only a guess, is that the authors of the handbook do not duplicate that effort by issuing any errata to the handbook.
 
NFPA publishes "errata" information on their publications for things like publishing errors in the printed versions of their documents. These are not changes to the intent of the document just a corrected version of what was originally intended to be printed.

If a change is deemed necessary to the actual content for other then editorial reasons they may release tentative interim amendments (TIA), but those typically also need to be adopted by the AHJ before they are effective.

The actual code portions in the handbook would get the same changes as the NFPA 70 document itself, the added commentary is not a part of the document so I have no idea if they have any such thing if they discover errors in that content. The handbook is just a publication with NFPA's name on it, but the commentary is actually not official NFPA interpretations of the document so I doubt NFPA puts much effort into the accuracy of the commentary whether editorial or otherwise.
 
Go Here and choose the 2014 from the drop down menu. You will see the erratas there. However there have been TIA (Tentative Interim Amendments) that have been added to a particular code cycle. You will see them at the same link that I posted
 
States and Local jurisdictions have amendments.
Is that what he was asking?
