Dock Wiring Question

My electrician and I are wiring up a dock in the Chesapeake, and I want to confirm we are doing it right (great electrician, but not so many docks).

We ran subpanel to location near dock per code requirements. 2 ground rods at sub panel, one right underneath. Does this count as a bonding plane for under the panel?

Going to run one switched line for lights out to the dock, one 20A 120 for power, in Sched 80. GFI breaker on shore panel.

Dock is wood with little metal, but there is an aluminum ladder mounted on the wood that is not connected to anything else. Should this be bonded to the ground?

Are we missing anything?
