Does 110.26(A)(1) apply to a motor disconnect if I can lock out a controller

Does 110.26(A)(1) apply to a motor disconnect if I can lock out a controller which feeds the disconnect prior to opening the safety switch/disconnect? The controller is designed to be locked out and isolates all power sources to the disconnect.
 
Yes and no. See section (B). Most of the time you will need a disconnect within sight of the motor. Submersibles and industrial locations are examples where the controller can serve as the disconnect.
