Does 110.26(F) Apply To ATS?

There is a reason that that article only names four specific components. Once the ATS (or inverter) is installed, it is not likely you will need to come back later and add more conduits. So the room above the component does not need to be reserved for future conduits. IMHO, 110.26(F) does not apply to either component.
 
Whats the deal George, I "had" to install one above a back flow preventer today. Got inspection tomorrow. Charlie, if the inspector takes issue, may I quote you?;)
 
Yes, it's at 6' 8" to the bottom of the heater. We detoured an existing conduit that was going to be behind the ATS, giving us the pinch we needed. There's still the exhaust pipe, but it's way up there.
