Does a blank negate a code violation?

I have a situation where some receptacles are surface run and piped on a commercial job. The owner installed an electric baseboard heater below one of the receptacles, a code violation as the heater is not rated for this.

If the receptacle were removed and a 1900 blank were to be installed, is this an acceptable form of violation correction. Someone in the future could remove the blank and reinstall a receptacle.

Nothing wrong with blanking it off unless there is a code issue with the box in that location. In this case what might happen in the future should not be a code consideration.

IMO that would be an acceptable solution and whatever happens in the future is not something you can control. If you install a piece of equipment that needs 45 amp over current protection you would have to use a 60 amp switch and if someone comes along an installs 60 amp fuses later it's not your problem.
