Does a fully fueled generator require a ground rod if it's not powering anything (no cables hooked up)?

I have 2 plug and play generators with no transfer switch, meaning in order to use gen 2, the cables will need to be unplugged from gen 1 and plugged into gen 2. Gen 2 is a fully fueled emergency standby generator to be used only if there's a failure in gen 1. Does gen 2 require an EGC and ground rod?
 
No. portable generators supplying premises wiring are already grounded by the premises wiring system when plugged into said premises.

When used as stand alone generators they may not even require grounding.
 
Ground rods are required when a generator is being used as an SDS which means that the building neutral is also disconnected when on genny power.
