Does a NEW Master Electrical license in Scranton, PA require CEU credits?

I recently obtained a Master Electrician license in Wilkes-barre, PA - a neighboring city to Scranton that has a reciprical license acknowledgement. When I went to pull a permit in Scranton, the permit department said that besides the license, insurance, requirements, etc, that I was required to have 12 continuing education credits.

Does this sound right, for a newly granted license? From my understanding, CEU credits are only for license renewals. Would like someone else's interpertation on this.

Also, in a reciprical city, would pulling a permit count as a one time license fee? or a regular permit fee (same as if the license were from that city)...

THANKS!

City Hall is the one with all the answers to your questions. They are the ones that make the rules for their jurisdiction. I have always found that the employees of the city are more then happy to answer any and all questions I've put to them. Congrats on your new license. Welcome to the absurdity of PA licensing/permit requirements because they change with every single municipality. Did you register with the Attorney General yet? If not you'll need to in order to work as a "Home Improvement Contractor"/electrician in PA. Log on to the PA Attorney General's website and the links are right there, if you hadn't yet.

Thanks for the congrats! Already got the HIC license -- good point to remember. AND Thanks again to Mike Holt's forum that was instrumental in helping me pass the exam with as little head scratching as possible :)
