Does a Transfer Switch need a mechanical switch?

I am in the process of writing up a report for a client. Does a transfer switch for a 9KW residential generator need a mechanical means of disconnect? Or is a disconnect switch for the generator load needed near the transfer switch if the switch doesn't have one?
