Does an open pavilion need its own disconnect?

I am wiring 2 open pavilions off an outdoor pool panel, just basic plugs and lights as loads.
The pool panel is within sight of the pavilions. One pavilion is about 40 ft away ftom the pool panel. The other is about 70 ft from the pool panel. My question. Can these pavilions be breakered, off the pool panel without a separate disconnect or panel for each pavillion?? I was told by an electrical inspector friend in a different jurisdiction that they are separate structures and will even need their own disconnects, ground rods and electrode systems by adding and extra ground rod.
I find that over doing it, since the pavilions are within sight of the pool panel. What say you?
 
You will only need ground rods, panel etc if you have more than a multiwire branch circuit. You will need a disconnect but that can be a sp switch or a dp switch if you use a multiwire branch circuit.
