Does anyone make a While-in-use quad "portable&quot

Hi,
Read you guys all the time and find lots of good advice out here.
I'm looking for a temporary quad receptacle that can be plugged into a watertite receptacle that will be put into an ingrade j-box. The receptacle in the box can be a Woodhead watertite receptacle and the plug on the portable cord can be swapped fairly easily. This would be used for the city's parties and holiday lighting so that they wont have to worry about power theives. But the new code pretty well says that it would have to be in a "while-in-use" cover. Since it isnt mounted to anything, it would be more like an extension cord, I can't seem to find anyone who makes anything like that. The head engineer here says that GFCI isn't enough, it still has to have the cover. Any ideas?

We use GFCI protected construction "spiders".
I haven't seen anything as you describe, but you could make one pretty easy. The issue would be the type of portable box, it would have to be listed for the use and not a bell type box. Start with Hubble or Daniel Woodhead.
