Does appliance disconnect include neutral?

422.30 Disconnecting Means for Appliances states that all ungrounded power must be disconnected. Does this mean the neutral on a 120V appliance needs to be disconnected also (i.e. a 2-pole switch is needed)? Or is neutral considered to be grounded in this instance.
