Have a customer that wants to install a "powerwoRXe3" in their main panel to save money and protect their home from surges. this device is to help increase power factor in ones home from .77 to .98 percent and also acting as a suge protector. saving u 10% on your electric bill.
At a cost of $600.00 plus cost to install it, im wondering-"does it really do that" and why haven't i heard of this device before, any thoughts. thanks

First, you can protect your home against surges for far less than $600. Secondly, power factor in a home is not going to be 77%. It's probably closer to 98% anyway. Finally, take a look at your own home electricity bill, and show me where you are paying a penalty for low power factor. You won't find it there. And since you are not now paying, then there is nothing for you to save. It is a fraud.

Capacitors have to be charged between discharges; that power isn't free. If the device emits any heat, that has to be paid for, too.
