Does metallic light pole require a grounding electrode such as a ground rod next to it ?

We have several metallic flood light poles for a new parking lot. Construction thinks they need to have a ground rod next to each pole for grounding. I’m telling them it isn’t necessary since the circuit is carrying an EGC all the way through to each pole/floodlights.

To start a ground rod or some other electrode cannot be used for equipment grounding of a light pole. The EGC is required to perform that function. A ground rod can be installed for other proposes but is not required. IMO the massive amount of concrete used in the pole base will perform better than a ground rod for something like lightning.

Very much agreed - also there’s rebar within the concrete that could also be used if they insist on using an electrode for lightning etc

I have a scenario where the terminal connector only has a split washer and bolt. Does it need a washer. Is there a Means and methods written somewhere it indicates Bolt or nut with split washer requires a flat washer ?
