Does NEC apply for this?

So I'm working on a project and I'm putting in a Telecom Riser in an existing shaft with pullboxes at each floor (5 floors total) to branch off to the floor.

My issue is: If I sizes the pullboxes according to NEC, they don't fit in the shaft, so I was going to down-size them to fit. Can I do this? Does NEC apply to telecommunications cables? I don't think it does...any ideas?

If the only thing are communication cables within the box I can't see how you are in violation of NEC. However this is just IMHO.....
 
read 800.110 of the 05 It states that com wire in raceways are to be installed per chapter 3

314.28 should be used to size the pull boxes where as chp three (3) is referenced in it's entiriety (?)

EIA TIA 568A should also be referenced if the system is to support good data speed etc.

That's what I'm thinking, but I'm also thinking in 40 years when they decide to change things around again, I don't want anyone to utilize this riser for power.
