Does plenum rated mean 1 hour fire rating?

I am installing plenum rated speaker it has ratings UL94-V0,UL94-5VB,UL1480,UL2043,NFPA90,NFPA70,ANDIEC60849/EN60849.These speakers are in a nickle plated steel back can.Trying to find out if these would be considered 1 hour fire rated or equivalent.Any info or advice would be extremely helpful.Inspector ok'd them prior to wiring and not that we have wired and installed brackets he is saying they are unacceptable.
 
Plenum rated means it passes flamespread and smoke development testing under ASTM E84. It does not mean fire rated. You need to box around that unless you can find a separate listing for that assembly showing it's one hour fire rated.

All of this assumes you installed that in a one hour assembly.

Manufacture thinks nickle coated steel can is one hour but does not have listing any thoughts on how I should go about convincing inspector?

Plenum rated means that it is permissible to be used in air handling spaces, commonly found above suspended ceilings and below raised floors.

Do not think that plenum-rated means that it can be routed in a physically constructed duct or plenum. No wiring can be installed in physically constructed ducts or plenums, unless it is necessary for the direct action or sensing of the air.
 
Plenum does not mean 1hr, but are you sure he's talking about the speakers and not the speaker wire, which would be required to be plenum rated.
