Does telecommunication cable entrying building need 2 inch encasement?

I am designing a building with the telecommunicatin room on second floor. The conduit for telephone service will be exposed on first floor. Is that ok without 2" encasement as required by electrical service conduits? I checked NEC 800.47 that doesn't say anything about that.

Any though is appreciated.
 
The code does not permit more than 50' of the outside plant cable inside of the building. If the run is more than 50', I think that you could make a case that the cable inside of a raceway that is encased within 2" of concrete keep the cable outside of the building. There is no specific code provision that permits this use, however if we can keep power service conductors (see 230.6) outside of the building using this method we should also be able to keep the phone cable outside of the building using the same method.
