Does the frost / freeze line affect URD ?

We had some problems with smaller rocks that the frost heaved and damaged direct buried URD up North here...along with other direct buried problems,all installations are in PVC now.
 
As mentioned movement of other objects is the biggest issue that I can see. This may be other buried items or at the point of emergence from the ground could be some issues as well.
 
Okay, thanks. Some one was telling me the insulation alone was directly effected by it. I can see how water would freeze expand and push rocks, etc.. around it. But it's not the insulation itself. Otherwise it would still have adverse affects on cable in the panel or meter pan. Then millions of cables in meter pans would have already been effected.

Direct burial feeders and services are almost nonexistent in my area. Far too many rocks and roots in the soil. Everything is in PVC unless it's something like a short run of UF to a tool shed.
