Does the NEC require RGS elbows when emerging from grade?

NEC 300.5(D) does not appear to require RGS elbows to emerge from grade. It
does seem to require a riser with a max. depth of 24" below grade to a minimum
height of at least 8'. My E-House is on 7' pedestals. What is a good way to enter
switchgear (bottom entry) without violating code?
 
I think most inspectors would consider the 8 ft minimum to be where the conduit is exposed. You should be able to enter your gear with no problem, however, I would caution that you keep 300.5(J) into consideration also.
