Does the Panelboard bus rating have to be higher?

If I have a 100 branch CB and the Panelboard is rated only 100A, is this going to be an issue since it’s a bare minimum, 100A bus rating ?

The feeder OCPD is 100 amps and the panel bus is 100 amps? Only a load calculation will tell you if the panel is overloaded or not.
 
Bill, Does this apply to a standard 3ph 4W 120/208V Panelboard with bolt on branch CBs?

You would have to dig into the panel literature. It may depend on the breaker type too. There can be all sorts of weird "technicalities". For example, this is from the Siemens panelboard catalog:

The Revised P1 (18 circuit 250A only) is limited to 100A per connection (200A per pair) when installing BL/BQD or xGB Branch Breakers across from one another. 3VA41 does not have this restriction. All other configurations allow 125A per connection max. (250A per pair max.)
