A high-rise building (over 75' high) with a single generator. NEC 2017
I've been trying to define what is an emergency feeder as it applies to 700.10(D)(1). Typically it is generator to ATS to panel. Does this also include the temporary feeder required in 700.3(F)?

Leaving it to different AHJ interpretations gets annoying. Hoping for something more concrete.
This building is being designed as a shelter-in-place location for bad weather outages. As such, they have connections outside for portable generators to back-up the entire building. Should any of these feeders also be considered emergency feeders?

Temporary emergency feeder
If we want to run a temporary feeder from a rental generator to existing main emergency panel in the building (the building's emergency generator is going to be replaced), will this temporary feeder needs to run underground?
