Does Washington state require that the main disconnect and meter base be protected under a roof or eave?

I'm having a new 200 amp electrical service brought into my metal garage/shop from a utility pole 80 feet away from the building. The main panel will be inside a back corner of the building and I want to locate the meter and disconnect on the outside back wall because there is no eave on the back side of the building. The service mast would be fastened to the outside back wall. That way there would be no roof penetration. If that plan is feasible, do I need to construct some sort of small roof or eave to provide protection of the equipment from rain and snow?
