This is an additional grounding for equipment with the main one attached to the main cable came from the panel. but i think its important to make equo-potential for all metal body which enhance the safety.

I either make a trip out to the job and tie 20 feet of 4 copper to the rebar or I train the builder to do it. I give him/her the materials and tell them what to do- it's not rocket surgery-LOL.

I realize I don't need to put 20' copper in the footing but If the clamp fails the copper is still there. :D It's not a lot of money unless you are doing track homes.

Agreed. In California we use a minimum of 20' and up to 40' on military bases and federal projects. We clamp the conductor at minimum of three locations but I almost always opt for a Cadweld connection.
