I have walk-in in freezer hardwired door heat trace on plans. Would NEC 2017 require gfpe on this or not?

It should, but that installation is outside the scope of Article 427, so there is no code requirement.

The catch 22 is, does the manufacturer require it? if so then you must. RayChem requires it on their products regardless of what the product is used on.
