double lug breakers

we have a service for a ups panel. the service has been terminated using double lug on 20 amp single pole breakers. i know some breakers are able to accept two wires. it was my belief that this is not correct. i have seen inspection fail due to this practice. is this ok ?

Here's an old image (not mine) of a plug-in type Sq D QO breaker. You can see it's listed for one or two conductors. I believe that the QOB is a bolt in type?

Looks like a HOM ,Homeline breaker to me.

You might be right.

QOB's are listed the same as homeline's and can have (2) conductors on breaker 30 amp and below.
