Why the need for Double lugs?

All you need is a panel that accepts a subfeed breaker that size.

If you are getting a factory order panelboard, just order one with subfeed or feed through lugs. If its a panel you already have, see if you can swap the lugs out.

ADD: getting a 3 pole 150 amp miniature circuit breaker is going to be expensive, if you can even find it. I would take 6 spaces.

Excuse my ignorance.
What is a double lug panel? Or a single lug for that matter?

Replace existing lug with a 2 port lug - some will cry you modified the panel and voided listing though.

Use Polaris (or similar) connecting devices, or even tap devices that don't require cutting the conductor you are tapping, presuming you have the space to use them.

Use a 400 amp panel- it probably has main lugs that accept one or two conductors, might not be that much more then if you used the polaris connectors and a 200 amp panel.

This all assuming you are dealing with a 200 amp feeder and a main lug panel, which I think you were.

someone already mentioned feed thru/sub feed lug options.
