Double tap resolution options

Hello,
I read https://forums.mikeholt.com/threads/double-tapped-gfci-breaker.98909/
after finding I (also in FL) have similar situation with a double to breaker and a third wire in back going to top of panel.
I seek safety and to satisfy a HO ins company. If I pigtail two into one, can third in back be left as is? Other recommendations? Thx!
