Double Tap workaround right or wrong?

[FONT=&quot]n my residential breaker box I have a home run coming in the top of the box. Below the panel is a lone receptacle in a box entering the panel from below. There is a pigtail off a 15A breaker and all 3 of these are joined together in a wirenut. It seems wrong to me that the electrician is entering the service panel with essentially 2 feeder circuits, joining them together in the panel to a pigtail on a single breaker. This was their solution to a double tap. Am I right or wrong and where is it in my code book?[/FONT]
 
Welcome to the site.

Pigtailing two or more wires together then landing a jumper on a breaker is usually okay*, provided all wires meet the minimum ampacity for that breaker, and the circuit isnt overloaded. Box fill sometimes prevents doing it in a switch or receptacle box.

*Putting both kitchen SABCs on one breaker would be an exception.

A few breakers, like CH CH, are listed for two wires.
