Double-Tapped Neutrals - where to put them ???

In my Challenger service panel (no shutoff before it), the neutral bar and the ground bar are bonded under a plastic cover piece behind the main shutoff.

The ground bar allows for double-tapped EGCs.

I have 5 double-tapped neutrals that I want to take back to a single wire per lug to conform to NEC 408.41 Grounded Conductor Terminations.

I have 5 open lugs on my ground bar, 2 on the top and 3 at the bottom.

Can I put the 5 double-tapped neutrals on the ground bar or is that not permitted by NEC 200.2 (B) Continuity ?

If not permitted, what to do ?
