Double tapping a main lug in a residential panel

There is an old 60 amp panel with main, and panel was full, so someone inserted #8 wires in the main lugs to run to a disconnect for a dryer. Entrance wires are #2. Is it ok to place two wires in the same main lug? Thank you

Not unless the lugs are rated for more than one wire. Which I doubt with that old panel.

And even when a lug is rated for two wires, it may not allow that difference in size between the two.
