Down lights in Fire rated celing

I read several post trying to find ti IBC rule for puncturing a fire wall. The cans I am getting a Fire rated at 2hr.

Owner wants 30( way to much but can't talk him out of it). Is there an amount of sheetrock that I can't penetrate- or since there fire rated I am fine.
