can you still downsize the neutral for a service from a service or step down transformer services are 100 and 200 amps.i not sure what the percentage was 45% ? was this addresed in the 11 or 14 code as we are still ob the 08 code.site article.also does it depend on the calculated load.

Reduced neutral calculations are permitted under 220.61 without any change for as long as I can remember. Other sections of 230 and 215 allow you to base its size on the calculated load but also limit the minimum size. As such, I can't make any sense of your post.

From the 2014 NEC..310.15 (B)(7)(4) Ampacities for Conductors Rated 0?2000 Volts.


(4)Grounded conductors shall be permitted to be sized smaller than the ungrounded conductors, provided that the requirements of 220.61 and 230.42 for service conductors or the requirements of 215.2 and 220.61 for feeder conductors are met.


Informational Note No. 1 The conductor ampacity may require other correction or adjustment factors applicable to the conductor installation.
