Downsizing HID lamps from ballast wattage

What actually happens long term when you down size a 400 watt HPS lamp/ballast sysetm(IE. pole fixtures,wall packs) with a 250 watt HPS lamp? Or any other combination of lamp/ballast. I know it works,and you cant up size lamps,but what is the long term effect on the system? Is it just shorting lamp life? Any input would be helpful.

What happens to a motor when you apply too much voltage?
