Drain of the electrical pvc pipe

The inspector told me we have to drain the pvc pipe 3/4 that was ran outside.. But what's the way to drain a pvc pipe... Any ideas plz..

Plus what is the "FST Proof Seal"

He told me since you are running a wire from inside to outside then you will have to put that seal too..

I always run outdoor pipes without draining and the other inspectors pass it..

As long as the conductors inside the pipe are rated for wet areas (or direct burial), water in the PVC conduit is not a problem. It is generally considered to unavoidable and not a code concern.
If water from the conduit could drip inside electrical equipment that could be a code concern.
And if the water enters a "dry" space and causes problems, that is a design concern, not code issue.
