IMO it does.
See the definition of "Patient Care Vicinity" and "Patient Bed Location." (take note of Procedure Table) Even though the receptacle may be under a cabinet the equipment that may come in contact with the patient doesn't care. IOWs, 517.13 (A) & (B) are applicable.
