The missing neutral jumper is an error, correct? It won't work, right? If so, how do you typically bring this up to an engineer?
Send an RFI (Request for Information). Include the part of the drawing in question and add any code sections you believe are relevant. The closer you can keep the question to yes/no, the more likely you will get a usable answer. Don't let him/her fob you off with a "see drawings" or "see specifications" unless they are specific references to items on the drawing or sections of the spec. Likewise, don't accept a general "provide code-compliant installation". Politely point out that these kinds of answers are "non-responsive" and keep on him/her for the information you need.
It won't work because the neutral point of the transformer secondary windings is not connected to the downstream panel's neutral bar. I agree that an RFI is the right approach.
Note 1 In the picture, what does it say? Still wouldn’t correct the goof up, just interested what it says. When I did Waffle Houses for a previous employer, they had an override switch for the outside lighting. If you wired it the way the print shown, it would be a dead short. Pointed it out to the GC who worked for Waffle House (they have their own builders), but don’t know if it ever got corrected.
There is nothing on the secondary neutral. Why bother with a wye?
Worse is they have the load neutral on the grounding bus instead.
Definitely an omission.
