When does a panel need third party certification?
I have a motor starter or contact inside a UL approved box and a transformers attached to the outside does this need third party certification.

UL does not "approve" anything.

If this is utilized in a situation where OSHA is involved this might well be called an industrial control panel and OSHA has issued a letter suggesting they are required to be listed. having said that, this supposed requirement is rarely if ever cited by OSHA.
