300.11 - I am I am taking this to mean don't attach anything to drop ceiling support wires, add new ones?
Every job I've ever worked, we installed separate support wires for our pipe in drop ceilings. My reading of 300.11 seems to confirm that is required.

311 (c) - Can the IT guy zip tie cat 5 to existng emt?
I don't see this section in 2014 or 2017 NEC. I don't have a 2020 to check. But it's always been my understanding that you cannot use conduit as a support for any other pipe or cable except as noted in 300.11(c)(2).

300.11(C) Raceways Used as Means of Support. Raceways shall be
used only as a means of support for other raceways, cables, or
nonelectrical equipment under any of the following conditions:
(1) Where the raceway or means of support is identified as a
means of support
(2) Where the raceway contains power supply conductors for
electrically controlled equipment and is used to support
Class 2 circuit conductors or cables that are solely for the
purpose of connection to the equipment control circuits
(3) Where the raceway is used to support boxes or conduit
bodies in accordance with 314.23 or to support luminaires
in accordance with 410.36(E)

Yes, new wires for the lights and I agree with coppersmith on 300.11. Section 300.11(D) says you can't usecables to support other cables or raceways
