I am designing a building for a sheltered workshop. Their existing building has drop cords from the ceiling and they would like the new building to have the same. ButI don't think the code will allow it now.

As long as the cords do not go through a ceiling, they should be allowed.

210.50(A), 400.7(A)(1), and 314.23(H)(1) all allow cord pendants.

Just install strain relief fittings at the boxes.
Good luck with your people they are special

Yes strain reliefs but you must also use boxes with threaded hubs.

Forget about 4" squares hanging by cord.
