drop down staircase in garage

Hello Guys and Gals.

Havent done residential in a while and it seems to me I remember somewhere in the code that reguires conductors in attics with drop down staircases to be protected against physical damage. In other words, the conductors just can not lay on ceiling joist but must be ran through drilled holes, next to furring strips, etc. I am tired of looking in code book. Could one of you fine gentlemen help me out on this? Where does it say this in code?

Pull down stairs, need to protect wire with in 7 feet of pull down stairs. 6 feet from scuttle hole needs protection
