I have an existing QO NEMA 3R Main breaker enclosure I want to use indoors. I'd like to come out of the top where the 'B hub' is with a dry connector for 4/0 SER. Basically I would screw it in with the locknut already on and use it to lock it in place. I don't think there are any violations, a plastic bushing shouldn't be required since there is a flared edge integral to the enclosure and 3r enclosures are suitable indoors.

I see no issue.

Plastic bushing are not required to be used with SE or any cable assembly.

I wouldn't even bother with using the locknut, unless it's important to you which way the cable-clamp screws point.
