The question is can a 3-wire cord be changed out on an old dryer to a 4-wire, to meet the new requirements of the NEC. If so should the electrician do it or should a appliance repairman do it.

Yes, a three wire cord be changed out on an old dryer to a four wire, if a four wire circuit is available for the four wire receptacle to be wired into. The permanent building wiring should be done by a qualified person such as an electrical contractor.

The old dryer cord must be removed, the ground to neutral strap removed and discarded, and a new four wire cord installed. Again, this work should be done by a qualified person. I would think an appliance repairman would be a qualified person.
