i have a dryer with 3 prung cord. there is no exsiting ckt.do i need to run a 4 wire ckt. and change cord if so what needs to be done to dryer.

If you are saying that a dryer circuit does not exist and you will be making a new installation, then yes you need to install a 4 wire circuit and change the cord and plug to a four prong. Check out 250.140 2005 NEC
You will need to change the cord and provide a four wire circuit. The exception for 3 wire circuits feeding clothes dryers is only for existing branch circuit installations. See 250.140.
