Dual Circuit 30A Power Strip

In some of our computer rooms, we have dual circuit 30A power strips that do not have a circuit breaker protection for each of the dual circuits. Are there any exceptions on available industry standards that allows usage of such power strips? What would make them acceptabe for use?
 
I don't believe the NEC is concerned about power strips but it seems to me as long as there is overcurrent protection on the circuit it doesn't matter if the strip is rated higher than the overcurrent protective device.
 
You see little breakers on power strips because UL requires them - not the NEC. There's no code requirement to use listed strips.

15A plugs on a 30A circuit? I have a problem with that.
