For dual circuit track light - 120V (with up and down lights - controlled by separate wall light switch), do we need to bring (2) 120V line voltage circuits to the track
one one circuit (split circuit before switches) will do?

For your dual circuit track lighting setup where you've got separate switches for the up and down lights, you’re on point with just bringing one 120V line to the track. You can split that line into two circuits right before it hits the switches. This way, you manage both lighting directions without the hassle of running two separate lines from your breaker.
