Dual generator/ATS

This is a similar question to the one on ATS feeders. As you can see the attached drawing shows 2 generators feeding a tie box (Gens are paralleled) then to an ATS

Issues

No breaker feeding the ATS - no rated protection and single disconnect
Breakers on gensets (1 or 2 might be running) are outside - ATS inside. no single-line of site disconnect, no feeder protection for the 1600A circuit (Both gens)

Looking for input - this drawing seems wrong to me both UL and NEC

I have never installed dual generators, but I know there is a syncronization process to it. Your image did not show. Photos and drawings need to be uploaded to a server inorder to post.
