Dual Meter service

Homeowner has a new 2 story house being built. They want 200amp panel/meter for each floor (going to rent one floor out). I am doing load calcs and for the one floor I have plans for a 200a is not over the top. Would I have to have a 400amp service drop to a dual meter pack and then break it down to (2) 200amps? Can you feed (2) 200amp panels off a 200amp drop?

If you are feeding multiple service disconnects, you service conductors must be sized for the total calculated load as a minimum.
If you are feeding two or more disconnects, keep 230.72, grouping of disconnects, in mind.

So, I have a calculated demand load of 147 amps for the space we will be finishing. The other floor of the house will be done at a later date. So I am thinking about a 400 amp service and feeding (2) 200 amp panels off of that. How does that sound?
