Its my understanding that a duplex dwelling with two outside power supplys, needs a fire wall between the apartments. I have a situation developing and want to stop it before it gets out of hand.

Generally a building can only have one service unless it meets one of the conditions outlined in 230.2(A) through (D). By having a firewall between two dwelling units you effectively have two buildings which would permit you to have a separate service to each dwelling unit.
