Duct Bank & Manhole Entry

So my conduits have to be 21"-24" deep. The manhole econduit entry window is about 16"-18" from grade. WOuld an offset be required or couls the conduit be run on angle to makeup the few inch difference?

What is telling you that the entry is that far above grade? It appears to me that it is only 1.5 to 2" above grade.
