Duct Bank Minimum Depth

I am designing a Concrete Duct Bank with some 12kV cables in it, can someone give a thought what would be the minimum burial depth for the duct bank?
In my case it is a traffic area, part of the finished grade is going to covered with concrete slab and rest is filled with dirt. If i use table 300.50 should i consider 4" as minimum depth?

Minimum 24" cover to top of any duct with vehicular traffic above. JMO

24"!! doesn't really mention for which type of raceway it is buried in? Its weird it simply says irrespective of what type of raceway minimum it is, burial depth is 24" for traffic condition.
Also if there is water pipeline running in parallel to Electrical PVC Sch 40 conduit what would be the minimum clearance to be maintained?
Is it mentioned somewhere in the CODE?
